Overview
The SSD Connect Alliance advocates to the Australian Government on behalf of CHSP and Support at Home providers. Below is a selection of our submission papers.
Senate inquiry submission: Support at Home – Victorian mainstream organisations
This submission reflects input from Victorian home care providers – 176 survey responses from at least 58 organisations, alongside 85 representatives across 57 organisations at facilitated roundtables – spanning metropolitan, regional, rural and remote communities, including culturally and linguistically diverse services.
It identifies 10 implementation issues and sets out 4 strategic reform priorities:
reducing operational complexity
improving timely access to needs-based care
aligning care management funding
stabilising the current model before any further major reform (including price capping and the CHSP transition).

Senate inquiry submission: Support at Home – Victorian Aboriginal and Torres Strait Islander organisations
This submission reflects the collective views of Victorian Aboriginal Community Controlled Organisations (ACCOs), including Aboriginal Community Controlled Health Organisations (ACCHOs) and First Nations aged care providers – drawing on a statewide survey of people representing at least 12 ACCHOs, alongside 31 representatives from 14 organisations across facilitated roundtables – spanning metropolitan, regional and rural Victoria.
It identifies 9 priority issues and sets out 6 recommendations:
holding Support at Home accountable to the Aboriginal and Torres Strait Islander Aged Care Framework
establishing formal Aboriginal shared decision-making
accelerating Aboriginal-led access and assessment pathways, transitioning to flexible community-controlled funding
removing financial barriers for Elders
prioritising the growth and sustainability of Aboriginal community-controlled providers.

A response from Victoria to Pricing Approach for the Support at Home service list 2025-26
70 attendees from 52 organisations actively participated in 3 roundtables, offering a comprehensive representation across metro, regional, rural & remote Victoria.
They include community health, local councils, not-for-profits, state health services and Aboriginal community-controlled organisations.

This submission is the result of 4 roundtables held with Victorian CHSP Providers
124 attendees from 75 organisations actively participated in the roundtables, offering a comprehensive representation across metro, regional, rural & remote Victoria.
They include community health, local councils, not-for-profits, health services & Aboriginal community controlled organisations.
